Value creation model

1. I. We are actively involved in shaping market mechanisms as part of building a European electricity market, taking into account the conditions of the domestic electricity market.
2. We make efforts to develop favorable market conditions to ensure effective and safe operation of the National Power System as an element of the European market.

We are actively involved in shaping market mechanisms as part of building a European electricity market, taking into account the conditions of the domestic electricity market.

  • PSE is involved in the process of building the electricity market in Europe, in particular in the scope of creation of the following:
    • Flow-Based Market Coupling for day-ahead and intra-day markets,
    • o cross-border balancing market.
  • We are working to strengthen the coordination of cross-border exchange in Europe, including in terms of reducing unscheduled flows through the NPS .

Nasz wkład

      • We have implemented a mechanism for the single coupling of intra-day markets on the Polish borders. The Polish market area operates under the Single Intra-Day Coupling mechanism (SIDC), implemented using the XBID platform, starting from November 19, 2019. The SIDC mechanism initially covered four Polish borders (CZ–PL, DE–PL, LT–PL, PL–SE). Work has been started to include the PL–SK border in the SIDC.
      • We have implemented a mechanism allowing for operation of more than one NEMO in the Polish market area (MNA) – 2020 was a year of intensified work on implementation of mechanisms enabling operation of more than one Nominated Electricity Market Operator (Multi NEMO Arrangements – MNA) in the Polish area. The intention for the activities of multiple NEMOs is to increase the competitiveness of services in the electricity market. The production deployment of the MNA and the entry of the new NEMOs into the Polish electricity market occurred on February 9, 2021.
      • We have implemented a transitional (NTC-based) mechanism for the single day-ahead market coupling on Poland's synchronous borders – on June 17, 2021, Poland's synchronous borders (PL–DE, PL–CZ, PL–SK) were incorporated into the single day-ahead market coupling ( SDAC ) mechanism under the Interim Market Coupling (ICP) project. The implementation of the ICP project has made it possible to connect all EU countries as part of the single day-ahead market, which has been a significant step in the development of the European electricity market.
      • We are working on the implementation of the target (flow-based) mechanism for the single day-ahead market coupling on the Poland's synchronous borders – the next step, after the implementation of the ICP, planned for the first quarter of 2022, is to move to the target solution for the SDAC, i.e. the mechanism for the single day-ahead market coupling in the Core Region, based on the Flow-Based Market Coupling method.
      • We are working to develop the SIDC and SDAC – we have created a class of initiatives that fit into the area of Market Coupling implementation and development. The most important of these, planned for implementation within the next few years, are: (i) adding the PL–SK border to the SIDC, (ii) implementation of 15-minute market products in the SDAC, (iii) implementation of 15-minute market products in the SIDC, (iv) introduction of intra-day auctions, (v) implementation in the SIDC of a solution to automatically account for transmission losses at HVDC connections, and (vi) implementation of a flow-based method in the SIDC.
      • In-house indicator PSE representatives are involved in the work of European institutions and agencies:
        • European Network of Transmission System Operators ENTSO-E). ENTSO-E consists of 42 transmission system operators from 35 countries.
          The most important elements of the ENTSO-E working structure are as follows:
          • System Operation Committee,
          • System Development Committee,
          • Market Committee,
          • Research, Development and Innovation Committee,
          • Digital Committee,
          • Legal and Regulatory Group operating as a committee.
        • European Commission. Cooperation on the identification of critical infrastructure in accordance with Council Directive 2008/114/EC of December 8, 2008 on the identification and designation of European critical infrastructures and the assessment of the need to improve their protection.
        • European Parliament, ACER. The cooperation concerns the coordination of work in the Council of the European Union.
      • Nearly 100 representatives of our company actively participate in the work of ENTSO-E.

  • PSE is involved in the process of building the electricity market in Europe, in particular in the scope of creation of the following:
    • capacity market and conducting subsequent auctions.
  • We are implementing further segments of the target European electricity market model on the borders of the NPS (the Target Model).
  • We are effectively balancing the power system, particularly with respect to the following:
    • fault-free execution of the balancing market processes,
    • development of the balancing market mechanisms.

  • The fifth main auction in the Polish capacity market took place on December 14, 2020, and covered the delivery year 2025. It resulted in a total of 55 capacity agreements for 1, 7 and 15 delivery periods.

Promoting active participation of consumers in market mechanisms

  • We develop mechanisms for active participation of consumers in the NPS balancing.
  • We develop mechanisms for active consumer participation in the electricity market.
  • We support various forms of market functioning of consumers, such as prosumers, aggregators and energy clusters.

Our contribution
In order to ensure the ongoing security of the operation of the power system in 2020, our company entered into a total of 27 agreements on the provision of demand side response, as requested by the TSO (hereinafter: DSR), broken down into:
  • Guaranteed program (payment for readiness and usage):
    • 6 agreements as part of the winter package (the NPS-wide program) for the period from February 1 to March 31, 2020 and from October 1 to November 30, 2020, with a guaranteed capacity volume of 612 MW in the particular hours,
    • 6 agreements as part of the summer package (a program covering the NPS excluding 5 areas) for the period from April 1, 2020 to September 30, 2020, with a guaranteed capacity volume ranging from 683.7 MW to 764.7 MW in the particular hours,
    • 7 agreements (in 5 defined NPS areas: Poznań, PAK, Łódź, Lublin–Zamość, Zielona Góra) as part of the summer package for the period from April 1, 2020 to September 30, 2020 with a guaranteed capacity volume of 25.5 MW in the particular hours,
  • Current program (payment for performance) for the period from January 1 to December 31, 2020 – 4 agreements.
  • Simplified current program (payment for performance) for the period from January 1 to December 31, 2020 – 4 agreements.
As early as on December 28, 2020, PSE launched public proceedings conducted as an open tender for the provision of contingency reduction of power consumption by consumers based on a bidding process, for the period from April 1, 2021 to March 31, 2022. The terms and conditions for acquiring the new service were set out using best practices and solutions developed during the operation of the previous DSR programs. The opening of bids took place on February 4, 2021. A total of 6 potential contractors submitted their bids. After a formal evaluation and verification of the bids on March 1, 2021, PSE resolved the proceedings and decided to accept all correctly submitted bids in the aforementioned proceedings, and concluded agreements with the selected contractors.

    • The contractors for works and services (by contract value) come from Poland in 99,56%, from EU countries in 0.36%, and from outside the EU (0.08%).

  • 3,972 information meetings with residents for ongoing investment projects between 2016 and 2021, including 1 310 meetings from 2020 to June 2021.
  • Increasing awareness of the importance of electric power infrastructure in the investment project areas. Social communication is carried out based on a participatory model – involving all interested parties in the process of investment project implementation.
    Public awareness concerning the current state of the power sector and power projects is rarely the subject of sociological studies in Poland, but based on the available data and the actual experience gained in the course of project implementation it may be concluded that the energy-related awareness of the Polish society is still low.

Results of our activities
  • PSE, as an employer, undertakes a number of activities aimed at building a work-life balance approach among its employees, such as: occasional events for employees' children under the so-called Colourful KDM, financial support allocated for housing purposes, medical care, co-financing of holidays for employees and their children, co-financing of sports, recreation, cultural and educational activities.
  • The average length of service for employees performing maintenance works in ZES is 24 years.
  • Employees' implementation, knowledge and application of the safety work procedure in EHV substations - 100 percent.

  • 1 percent – percentage of employees with a PhD.
  • 85.3 percent – percentage of employees with higher education. By gender: 92.8 percent of women with higher education and 83.2 percent of men with higher education
  • 1,840 training courses for the employees of PSE, including 1,480 periodic occupational health and safety training courses, 221 training courses according to the Training Plan, 90 e-learning courses.
  • Electricity supply continuity index – (defines the certainty of power supply to all customers connected to the transmission grid) – 99.99 percent.

  • Remote training for dispatching services on the Click Meeting platform with 192 participants.
  • 3 information meetings on the balancing market functioning rules with a total of 832 participants.
  • 21 PSE experts involved in industry conferences, debates, seminars, forums and congresses.



We educate local communities.

  • Building understanding and public acceptance of PSE's activities as an independent national electricity system operator.

Results of our activities
  • Social Communication Programs are implemented in 100 percent of the municipalities located in the areas of projects carried out by PSE.
  • Conducting another edition of the nationwide grant program WzMOCnij swoje otoczenie (EmPOWER Your Environment) wzmocnijotoczenie.pl.
  • PLN 4.29 million donated for community activities in 2020.
  • 164 projects, including 100 projects through community sponsorship and 64 through donations, implemented in 172 municipalities in 11 provinces in 2020.
  • 270 beneficiaries of the company's social activities in 2020.
